It seems to me that the 2 of you are meant to see each other. The dream was a visit from his deceased brother letting you know that he still cares for you. It was not just a dream- it was real. Our conscious selves will rationalize internal messages away so it is easier for messages to be relayed while your mind is dreaming. Don't make it another 14 years without that special someone!
I say go with your gut; if your soul tells you that he's the one, than jump at the chance. Just remember, relationships take cooperation and lots of give-and-take to last (I've been happily married 12 years but it is not always perfect, we have to respect each other and care to make it work!)

You are possibly a shiner, where you have things happen in dreams that come true. It is possible that only the one dream was telling you that man was going to be coming into your life, because he did after the dream, which in turn may have caused you to dwell on the matter. His dead brother may be with him and knows something you don't. Or maybe the dead brother thinks Troy needs someone to help him through his sorrows. In turn may be trying to contact you through your dreams.
